This morning my phone's tethered data rate was Fully Horrible. 50kbs download, 35 kbs upload. I decided to call VZW.
The support person asked me to turn off my phone. He then told me he was going to reset my network usage settings, and then asked me to restart my phone and setup the tether again.

(I am adding this comment to clarify the phrase I used "Network Usage Setting", I don't know what reset work the VZW person was doing, I am not implying any data rata management on their part)
And just like magic my data rate was repaired!
His recommendation was to call into support the next time the data rate is low.
WOW (yes I have unlimited data, as required by them to support tethered or hot-spot).
