really??? i have had 4.1.1 on both of my phones for a long time. However, 4.1.1 can't connect to WPA2 Enterprise Wifi. That's why we are eagerly awaiting the 4.1.2.........
Depends on your carrier and if you are open to rooting and running custom ROMs. If you wait on your carrier, no less than 1-2 months, possibly more. If you are open to rooting/ROMming, then the latest changes have already been merged to some and will be within a week or two on others.

These unlocked phones were bought directly from google android marketplace. not tied to a carrier. I think Google is the one pushing out updates to these, NOT the carriers.....
Don't think all Nexus S phones aren't tied to carrier and I know all Galaxy Nexus phones aren't. Several specifics. The international/unlocked will obviously get the update first, but it will still be a few days/weeks I imagine.
