Help Sim card not Provisoned for data services Problem

I have a garmin asus A50. I have a small problem

1. I have been trying to acces the android market through Garmin via WIFI but everytime i try to do it i get a page which asks me to set up my Gmail account. I enter the information and after 5 minutes i get a message that the SIM card is not provisioned for data services. It happens for most of the application and also when i had to run Google sync. I dont have a data plan as of now. Do i need to have data plan in order to access the android market or can i also access market and download applications via WIFI ?

Any wayout ?

My A50 was purchased as an Optus pre-paid and has lots of Optus apps loaded - one of them is called "App Store" and only works over a mobile data connection. The app you need to select when connected via WiFi is called "Market"
