Although I can't see any of the providers offering the phone version, simply due to that cutting their ability to charge the outlandish tablet fees, it'd be awesome if there was a provider that offered it. I wouldn't hold my breathe on that one though. Even Verizon barely started offering the Note 10.1 w/ 3g/4g connection.
That said, smart money would be on a "unlocked gsm" version being sold, which could technically be set up with any GSM provider.

You can send your home phone number up to Google Voice. That way you can access it on any of your devices, including ones without a phone radio. All it needs is an internet connection (wi-fi).
I used it for my main cell and couldn't receive MMS, but that shouldn't be an issue for you.

Problem is, from what I was reading, you can't port landline numbers directly into Google Voice. I'd actually have to get a pre-paid phone, transfer the number there, and then port it into Google Voice. Too much trouble for my tastes.
And yes. Definitely hate the pricing that's being rumored. I'm hoping that it won't reflect the US price. And yes, you're correct. Note 10.1 price was dropped from $449 to $399 for the 16gb. The 32gb Note 10.1 is $499, which would still be $30 less than the "rumored" UK, wifi only, Note 8.0 $529 according to exchange rate conversion.
I thought about this realistically and if the Note 2 was selling for $649 unlocked GSM (Even though I got mine for $70 less), the $749 for the unlocked GSM of the Note 8.0 isn't that far off, based on the bigger screen and capabilities.
