What's up with the Esteem's 4.00 GB storage?

Had an optimus; long story short it fell in the ocean lol. I went to metro and obviously wanted this phone but was scared about battery life, cost, monthly payments ect... I heard it being announced as 8 gb memory. I've been going through my phone and it shows 4.00 gb internal memory and 1.25 something else. Where's the 8 gigs?!
