Help Clock jumps 8 hours ahead?

OK so this is weird. I've had an Optimus V for a few months now. There were some 3G issues at the beginning, but they've pretty much abated by this point. However, something new and irritating has begun to happen.

I live in Indianapolis. When I head downtown, once I get pretty close to the downtown area the clock on the phone will jump about six hours ahead. I thought it was a specific location (it happened whenever I was inside of a certain building), but then Wednesday I had to reroute around a bunch of traffic downtown for various reasons and it happened somewhere else. It then stays that way until the phone figures out the right time at some random point. Sometimes it does it within a few minutes of leaving the building I was in, sometimes it doesn't do it until I get all the way home.

The phone isn't rooted, and I don't have any unusual apps installed. Any ideas? My current assumption is that there is some sort of interference downtown with the cell network. Is there a way to manually set the clock? I've been looking and haven't found one yet. This problem has no effect whatsoever on my ability to send or receive texts or calls, and it doesn't affect my ability to use the 3G web either. It's just weird.

I dont have an android phone yet but the last cpl of days ive been downtown indy and noticed mine does the same thing and i use Boost mobile. it drives me up the wall bc the order of my text messages are by the time stamp. so it makes it look like im sending texts in the future and present ugh not to mention hard to figure out actual time.
