I have been running the leaked 4.0.3 build and it's perfect. Don't really see any problems being reported anywhere either. Even the bloatware Verizon apps work. Its such a nice upgrade, love it. What is Verizon waiting for?
This response is NOT anything official...its just one of the many possible reasons we don't have ICS yet.
Maybe they want it to be as stable and trouble free as Gingerbread before they release it...and just because a couple of people with a leaked version say its running good DOES NOT mean its ready to be released.

Really? Because I get the feeling Verizon and Motorola are intentionally delaying it. Why? Because they are getting ready to release the Droid Razr HD sometime soon and they need to have something aside from a slightly better screen to sell it. If they release ICS to the Razr and Razr Maxx right now, no one will really feel the need to get the HD when it arrives and it having ICS won't be a big deal. My 2 cents.

The droid fighter hd is whats holding it up. Just like gb for the droid x didnt come until after the x2 was launched.

Doing some reading....seems like the Droid X1 got GB before the Droid X2...the DX2 launched with 2.2?

ICS is a HUGE step up from GB and when Vz actually gets its working and releases it for the razrs you can bet they will have a ton of commercials showing its features on "their" phones.
Just because it's working on a small number of people phones (mine included as of yesterday) doesn't mean it's bugfree. The margin for error for something rooted users flash on their phone is miles different from the Margin of Error on something Verizon would be willing to distribute. Think of it this way, lets say there was a bug that only effect 1% of phones, but was serious enough to keep the phone from working, and everyone else's phones worked great. For a ROM that is a spectacular success rate. 99/100 users have a fabulous time, and those that don't simply flash it again or move on to something else, no problem. Now lets say Verizon released the same software as an OTA. It would be a disaster. Verizon and Motorola would have to expend countless CSR man-hours trying to help the 1% of users whose phones got borked. And then they spend $x00 replacing those borked phones. Considering their could easily be 200,000 droid razrs out there, that's going to get very pricey for them. And that's before you consider bad publicity and lost sales. Considering the typical buyer doesn't know about ICS and doesn't care, they don't want to push it out until they are sure it's perfect and a our experiences installing it as a rom aren't enough to tell whether the OTA is truly ready or not.They already do have it working. Honestly, it makes no sense for Motorola/Verizon to hold back ICS for the RAZR/MAXX because of the RAZR HD. If the RAZR/MAXX had ICS now, practically no one in the general public will buy either now over the HD later just because it already has ICS. Likewise, next to no one no one will buy the HD later over the RAZR/MAXX later just because of ICS.
Most people will buy one or the other based on three things - 1) Marketing, 2) Price, and to a lesser extent 3) Specs (which typically plays into the marketing). People that frequent forums like this are in the minority when it comes to knowledge of OS versions and updates. All most people want is a phone that works.
In actuality, if ICS was a big selling point, Verizon would want it on the RAZR/MAXX as soon as possible in order to sell more before the HD drops. Once the HD drops, it will be tougher to get people to buy the RAZR/MAXX. But it's not really much of a selling point beyond a small group of users. It's not even enough to give the Galaxy Nexus a prime marketing spot as far as Verizon is concerned (or to really sell many of them).
