Did we decide if US N3's are region-locked, or not?

I've satisfied myself that my US Verizon N3 is not carrier-locked in the US by successfully installing (here in the US) a ATT sim with Straight Talk. But I can't test whether it'll work in Europe with a European sim without going there, which I'll do for a couple of months in the Fall. I'd like to have some confidence that I'll be able to pop in a Vodafone or DT sim and have it work for voice and data when I get there --- have we REALLY decided if the US phones are region-unlocked, or not? (For what it's worth, my box DID NOT have the dreaded "USA only" sticker on it.) I'd sure like to avoid the expensive Verizon Global plans, if possible.

I just recently returned from India and used a local SIM in my VZW Note 3. Worked like a charm. The only thing that didn't work is 4G speeds as it doesn't exist. But was able to make local calls, and use the net with no hitches what-so-ever. I didn't even have to manually enter in an APN as it picked it up automatically.

On the way back home, popped in my VZW SIM just before landing and everything worked well as soon as I turned it on.

so does that mean that my ATT Note3 is fully functional in other countries?
and I can use other SIMs in my phone?

Looks to me like the link is only talking about the availability of the ATT global roaming plan. The similar VZW plan lets me use voice and data outside the US thru VZ, but is much more expensive than swapping out for local country SIMs when traveling.
