Help Find My Device app on one phone finds device, same app on another phone says "Can't reach device"

As the title says, I have the exact same Find My Device app from Google on 2 different phones. I needed to find a third phone. On one of the first two phones, the app found the third phone. On the second phone, the app said "Can't reach device." Yes, it was connected to the internet.

How could the same app have different results?

Just guessing here but maybe one phone is just using GPS and the other includes cell tower navigation as well as GPS.

What are the two different phones?

A Nexus 5X found the third phone (Nexus 4), while my Samsung Galaxy S9+ gave me the "Can't find device" message for the Nexus 4. Someone suggested logging out of google and then logging back in on all 3 phones, and that seems to have fixed the problem, at least for now.
