It looks like a software requirements tracking code. They are used during development to help trace changes to code from/to the documentation written to make those changes. It won't mean anything unless you have the documentation, and even then it probably traces to something really dull like "The dictionary shall include punctuation corrections".

If I'm right: HTC is the main code section, RUDB is the subsection, v00.04.03 is the tracking number for the edit (or could be something slightly different like the code or requirements section number), and EricJ is the guy who did the edit.

Looks like this one wasn't done correctly and made it into the dictionary rather than being ignored/stripped by the compiler.
