My phone was doing the same thing, I am in the DC area as well. I turned off my phone, removed the battery, slide out the 4G Sim tray, let it stay out for 30 seconds, push the 4G Sim Tray back in, and then reboot. This is what solved my problem.
Yea it showed 4G for a few mins, now its no data or 1XIn DC when I woke up this morning it was down so I was connected to 3g. I just put it in Airplane and came out and I was getting 1X. I just rebooted and still 1X. I guess I will try the whole reseating of the sim card.

A co-worker of mine has the Droid 2 and he has full data and all, so i'm thinking that it is just TB related. On a side note, does anyone have a 4G aircard they can test out the network with?
Adding to this my location now says Austin, TX... instead of New York, NY
Turning on GPS fixed it...
Still on the phone with Verizon. I was escallated to a "4G specialist" which just received an email that they need to collect data on any calls about 4G outages.
I just reset my phone, for a second time, since the nice Verizon support guy asked me to and sure enough I got my 4G back.
