Google Music

I believe Google Music allows you to download the music you have in your account, yes. On your phone, there should be an option in the menu to allow you to download music for offline playback. On your computer, the Music Manager software allows you to download music from your account to your computer (the Google Music website might also let you download tracks to your computer, not sure, I never tried it, honestly).

I save every CD I buy at the Market to Google Music. From there I just hit "download purchased music" in Music Manager on my PC and set the directory, and it goes to my PC. I then drag and drop onto Phone while connected USB. And if I want burn CD on PC to play in car. Can't beat 25 cent CD's, even if there's only 1 decent song.

This APPEARS to be working. Seems to be copying the file(s). SLOWLY...but, as long as it works. Thanks for taking the time to reply whether it actually does work or not. I'll let you know!
