Help What's up with my awful download speeds? Less than 1 down and less than 1 up?

I am on ATT and I live in Central Kentucky

Are you rooted and how long this been going on

Not rooted, and it's been going on for probably close to a year ... I've called ATT a million times about it and they claim im in a low 4g lte coverage area ... if that's the case why do I have 3+ bars at all times? Even if that were true, these speeds are just unacceptable.

I've tried getting a new sim card, still to no avail.

I'm in a semi small city, population is probably 50,000 or so. I am 5 minutes from Lexington which has a population of probably 1 million +

Even with me being in a smaller city, I will not accept getting these speeds. I mean 56k gets better speeds than this, that is just outrageous!

Now when you goto the city or the big area does these speeds pick up or stay the same . when you use the WiFi do they increase or stay the same . such as in my area I decrease when I am at home but when out shopping in the city or going to work it increase to better than at home . I use that app get 4 good ones in the city and compare to where you live. Another thing at&t and other carriers tell you when you call nothing is wrong or if towers is down all the time :D they don't know and if you take the time you can catch them in the lie they tell such as power outages or powerful storms . this is cause your paying for service if they credit you and others they will be out a company .

I don't see the map. Just the legend. So what if I bought some phone that could only do 3g? I'm using my phone as my form of internet for the next 4 days because the house I bought doesn't close until Friday and the cable company shut my service off early and already put it there ... moronic. I told them the date and they did it early.

What 3g phones are capable of tethering?

Is there no wya I can just turn LTE off and only use 4g?
