Unknown files attempting to download

My son's HTC One M7 has had several files trying to download for about a week. We can not figure out where they are coming from or how to stop them. We called tech support with our mobile carrier they couldn't figure it out thet put me through to HTC support they couldn't figure it out. They also couldn't figure it out. They came to the conclusion we should back up and do a master reset. Which we did, then less then 24 hours the files are again trying to download.
They only show in the notification bar. They never seem to actually download.
I've tried turning on Wi-Fi as some files will only download via Wi-Fi hoping if one downloaded I could figure out where it was going. This did not work.
If you hold your finger on the notification to get more info it just takes you to download manager settings. Nothing actually shows in the download manager as being loaded. I've checked all settings, I've checked the play store for apps possibly being updated, I've checked all files, file manager, I've checked both internet explorer and chrome browser for downloaded or downloading files. We've run virus scans. I've checked software updates. I've literally looked everywhere on this device and I'm at a complete loss how to stop these random files from attempting to download!
I hope to get him a new device soon. But I'm concerned that if it's related to some account he has, or his phone line it will carry over. Also until then I'm also concerned these files trying to download could be using his data.
