Help Sync photos android to iPad? Google photos?

i own an android and iPad. I have google photo app installed on both devices.

How do I synch the photos? I think some might synch but does it take time? Is there a button that will sync instantly when I’m on wifi? And secondly will pictures from a third party camera appear on google photos?

As far as the Google Photos app, you need to have both the Android app and the iOS app syncing with the same online Google account.
If you have a large photo library and it's the first time you're doing the syncing, or you're connecting to a broadband connection with relatively slow upload bandwidth, than yes the initial syncing process could take a quite a while (but should get better after that initial upload).
A third-party camera won't sync with your online Google account, unless it has an integral WiFi capability and can connect to online services. If it doesn't have its own online access, you need to transfer photo/video content manually to one of your phones, or to a computer and then just copy them up into your online Google account via: https://photos.google.com

If those photos that are in your Android's Google Photos app are not showing in your online photo library, at least you've determined the issue is on the Android device. If they are in your online account, than there's an issue tied to your iPad.
Are both connected to a reliable WiFi connections? Or if it's a matter of one or both are using mobile data, check the Settings in both Google Photos apps in the 'Backup & sync' option regarding cellular connectivity.
