Post a link to what you are referring to, I haven't seen a throttle folder nor any mention of that, network services I would believe, would be on their side
I deleted these on my warp rooted stock rom and they deleted fine with root explorer.
I found those files back in march when I first got my warp... I searched to see if boost throttled or not and didn't find any evidence stating that they did so I just ignored them... it doesn't matter if your throttled or not because they were there from the beginning for me... and plus I don't think that is their only way of throttling us because of how easily we can delete the files... they aren't that dumb... :-\

what build are you on?
I know of a person who worked very high up in sprint. He did give me bits of information here and there (of course, he has to limit what he says). He advised me at the time that they didn't even have the technology in place to throttle customers. All they could do is monitor their usage. That was about a year ago, so if they have come up with a way to throttle users, it is probably not very complex.
I still can't delete these files. I know I'm being throttle because I use a lot of data. I follow the steps as stated but when I try to delete the files, it says toolbox! What does that mean?
It's still unlimited data, throttling doesn't change that. I honestly think it's on the phone side, so this little fix should work
How is it to be set up to see if I got it right on my phone....You must not be changing the permissions correctly... once you change the permissions you restrict the system from accessing it... however I do agree with you
