My question is when doing a factory reset on the phone, and put my Google account back on the phone, are any apps that I purchased still considered "purchased?" In otherwards, would I or would I not have to pay for them again when I redownload them?

I have done it quite a few times.

As long as you use the same e-mail you should be able to get your apps back without paying. They should be on your downloads page of the market.

I did have some trouble when I rooted but I just had to look for the apps insted of them being on my downloads list.
