failure to text with insert

I just bought a samsung galaxy 551 and i can't receive pictures with text message, it says to download but nothing seem to happen after i agree..it's not in my pictures files and thers no download files...if i try to send a picture the message is never receive by others???is there a application missing or the phone itself as a problem?
