Help google voice ring notification issue

i have a strange behavior with google voice and i hope someone can explain it to me. i will do my best to provide the details here

1. running 2.1
2. i have WiFi on all the time at home
3. use google voice to send SMS back and forth
4. in google voice, i have a ring notification so when a SMS comes in, it gives
a sound
5. when i get a new SMS, i get the ring notification
a. when the screen is on and i am using the phone
b. when the screen is off while connected to USB cable
c. when the screen is off and NOT connected to USB cable, i DO NOT
get the ring notification, but the green LED blink

i thought maybe WiFi is off when the screen is off, but then i make sure in the WiFi setting, settings -> wireless & network settings -> Wi-Fi settings -> press menu to access advanced -> Wi-Fi sleep policy set to NEVER

i used to get the ring notification before when the screen is off and NOT connected to USB cable until yesterday. i have no idea what changed.
