I got that message can u PLEASE help me. I cant do anything with my phone and it just keeps saying that and i cant click anything PLEASE HELP.

I am rooted and i was trying to get the cognition ROM and it messed ep after booting and this message came up.

We need to know exactly what steps were followed in the exact order to know what possibly happened and more importantly know what suggestions to make.

Agreed; no need to know specifically what you've done wrong in the flashing process (or just as likely what the custom ROM did wrong). Just use Odin to flash to stock, rinse and repeat. Done.
