Again, the rep I spoke with said they "DO NOT" have a date for the Moment update yet, but plans were in the works for the Hero update - the internal communications they had received said that they should have their 'launch package' in time for the April 9th distribution. That doesn't mean that it's a published date, or that if you have a Hero you can update on the 9th, it just means that they are getting ready for a potential launch on that date.
As far as waiting 2 weeks, HTC has ALWAYS been more open and speedier about getting updates to market than Samsung, so that doesn't surprise me at all. As far as Sprint goes, on the WinMo side of things, Sprint's Touch Pro 2 took longer to launch than Verizon and T-Mobile because they trumped them all with Sense 2.5 instead of the modified 2.1 that everyone else was using.
Sprint hasn't published a sales figure on either phone, but given the fact that the Hero was a victim of stock shortages (I think the Pre was the only other phone that has had this issue on Sprint recently) I can see why they'd want to roll out the Hero first. I wouldn't want to confuse the techs (we know how smart they is!) with 2 different updates where if they click the wrong button we end up with a Samsung Hero...
I guess the two week window sounds more than fine to me, as long as they give us an official launch date soon - I don't know that 2.1 is something I need, but I sure want to play with some of the new apps!
