Yes, you would receive on the 29th. The VZW site even stated you could order it on the 28th at 4pm and still receive it on the 29th.

Yeah i would hurry it up though, the news that the nexus one is not coming to the verizon will cause a slew of preorders to be put in today and if you wait too long you may miss out. I don't think verizon anticipated everyone waiting for the nexus one to buy an incredible but thats the only choice they have now with the recent news update from google that the nexus one on verizon is a no-go.
