Need app that offers free calls + text

I'm on prepaid pay-as-you-go and my primary number is linked to Google Voice, which is linked to Talkatone. I give out my google voice number to family and personal friends, but would like another number to give out for work, school, etc. It needs to offer free calls and free text, just like google voice with talkatone setup. The app must not require the other person to have the same app, like what Viber does, which I hate.

What do you mean? So how I will use that second google account? My talkatone is already linked with my main google account so where does the second account come into play?

open a new account and use GrooveIP or other google voice applications on the play store.
