When coming out of airplane mode - my nexus takes a while (8-15 secs?) to connect to the network and even longer to 3G. Is my nexus broken? :(

My Rezound can take longer than that to lock on from airplane mode around my house, where there's poor 4G signal. I don't know what a "normal" duration is, but I don't think you have reason to be concerned.

I think it is a CDMA/LTE thing. Remember that your phone has 2 different radios in it. It will always lock on to the strongest signal first CDMA and usually rtt (1X) then move on to CDMA (3G) only to connect to LTE last once it confirms that there is a proper signal to lock on to. In a weaker 4G area this may take a little bit longer, but I don't think your time is too far outside the norm.

This is also being addressed in an upcoming update as evidenced by the leaked list of fixes coming later this month.
