Sounds like you kind of want have the phone present a different "personality" depending on which user signs-on? I've never heard of this functionality for Android, but that doesn't mean that there's not already some kind of third-party launcher that emulates that effect...

Theoretically but it would be a very, very complicated hack and would require root. You might try a google search for "ubuntu nexus one" -- there should be a blog out there that shows a guy who got two operating systems running side by side on his phone, but it was a ton of work.
