Help Samsung Galaxy S21 FE Can't receive pictures over SMS

My dad's brand new Samsung Galaxy S21 FE works great, except it cant receive pictures over text message for some reason... It can send pictures just fine but everytime someone tries to send one it says the message failed. We have tried sending pics with at least 5+ different models of phone and they all fail to be sent to my dads phone every time.

Which text messaging app is your Dad using? Check in the app's Settings menu if MMS is disabled. (.... note that SMS is text only. Text messages that include media attachments have to be MMS)

He has been using message+ which is verizon's message app. All media settings are enabled in the settings, pictures videos and audio.

How about APNs (Access Point Names, in the mobile network settings)? I don't know Verizon (I'm European), but some networks have a separate APN for MMS as opposed to general mobile data. If VZW do that then you should check that is correct - though if you can send them then it probably is.

Is his phone using WiFi or mobile data (cellular)?
Or does this happen when using both?

are these mms coming from iphone users perhaps?
