Samsung is making a Bluetooth controller for their Gear VR

Samsung is making a dedicated controller for their Samsung Gear VR, it seems. The controller seems to be a normal Bluetooth Gamepad. While Samsung Gear VR games and apps can already make use of standard Bluetooth controllers, Samsung's will be unique in its ability to fit inside the Gear VR when not in use.

My guess is they wanted something that was easy to store with the Gear VR itself instead of having to find space for 2 items.
