As a few of you have noted: If you want to use SKYPE as a VOIP application over wifi (or over the Verizon Data Plan without using your cell minutes), download the FRING application. You can configure it to work with both SKYPE and any other SIP application you want to use. I have an unlimited SKYPE account, roughly $3/month or $36 per year (or you can pay for usage at 2 cents per minute). Works fairly well over wifi and 3 or 4 bars of 3G. There is some delay. I use the FRING SIP application and configure it with either sipgate or sipagent (lite is free, full version has a fee), both available for free in the market apps. Sipgate calls are also 2 cents per minute or if you happen to have a Gizmo5 account before Google bought it, the charge is 1 cent per minute. You can also use the Evan Charlton version of GV (also available for free on the android market on your Droid) with sipagent or sipgate and use the "callback" option for totally free calls. A little research thru this forum and Google Voice will help you figure out how to set these up. None of the above use any of your cell phone minutes. They all have their drawbacks, but you can communicate for little or nothing over wifi and your 3G Data network. In all of the above I am talking about making domestic calls to landlines and other cell phones. The Verizon version of SKYPE is good for low rate international calls and free SKYPE to SKYPE, but not domestic landline or other domestic cell calls--- these cost you Verizon minutes plus whatever you pay for your SKYPE account.
