The dreaded "ad choices" popups: Here to stay?

Recently I assisted a fifth friend in cleaning out their smart phone, something I am passably good at, but still, never seem to be able to get the hated "ad choices" pop up ads to cease fully.
This has been the third year in a row I've heard people complaining like crazy about them.
I myself, don't seem to get them possibly the byproduct of never paying games on my phone, and never opting in to any dumb offers.
When searching the play store for ad blockers for chrome on android, I was confronted by dozens of choices.

So I thought I'd put it to the crowd.
What is the latest state of mind regarding these popups and how to rid your android phone of them?
