Help USB Communication From Exhibit II 4G Not Working

Here's what I mean (I'm using my mom's laptop, a zv6130us, while my laptop is dv7-6168nr):

Bus 003 Device 001: ID 1d6b:0001 Linux Foundation 1.1 root hub
Bus 002 Device 001: ID 1d6b:0001 Linux Foundation 1.1 root hub
Bus 001 Device 001: ID 1d6b:0002 Linux Foundation 2.0 root  hub
Except in mine, it will show 2 USB 2.0 ports and 2 USB 3.0 ports, but this does not matter if I am using Linux, windows XP, or Windows 7.

USB Debugging? No effect.
Factory Reset? No effect.
Installed the correct drivers for Exhibit II? No effect. In Windows, nothing shows up in Device Manager. Not even executing "adb devices" in the command prompt when trying to root my Exhibit II 4G.

Last Saturday, I've ordered a $169 Samsung Exhibit II 4G for $169. When I got it this morning, I wanted to try it out. There is an AC charger, but it does not come with a USB cable, which I bought it used like new. So, I conveniently have a USB cable that I got from Optimus V when I was with Virgin Mobile and wanted to go with T-Mobile's $3/day plan (making sure I put my phone in airplane mode when not in use).

Is the USB cable from my Optimus V not fully compatible with Exhibit II? It fits and I'm able to charge my new phone just fine.

I'm really at a loss here!! I wish the Exhibit II came with Kies for Wi-Fi but I'm unsure if I can communicate with adb over Wi-Fi.

Update: I've ordered a Samsung USB cable. It should supposed to work with Samsung Exhibit II 4G, but I could be wrong. I'm pretty much unsure for certain.
