Because HTC favors their apps over Google's for their international phones like the one m9+ SC edition, and the m10. I think it has to do with Google apps in China.
Actually it has absolutely nothing to do with Google in China. While HTCs sold in mainland China, where I am, do NOT have Google Play and other Google services. HTCs sold in Taiwan, Hong Kong, Singapore, Malaysia, etc. do, and will have exactly the same Google apps as the US versions, like Google Photos, Gboard, etc. same with Samsung, Moto, Sony, LG, Huawei, ZTE, etc.
Collectively they're known as GMS(Google Mobile Services) and Google states that devices approved and registered for GMS must have, like Google Photos, Gboard, etc. And only notable exceptions really are Android devices in mainland China, and Amazon Fire OS devices.

The HTC u11 128gb will not be released in Europe or the US therefor, it cannot be a domestic phone for you.
The United States version HTC U11 is definitely "international" for me, as are European versions.
