So on my incredible I can go into settings and ask for a sent text message report where it tells me whether or not that person has read or not read my sent text. like pending or received. But I'm pretty sure it onky will say received if I had sent the message to another Verizon phone and not another carrier cause I have a verizon. That was the case with my old non smart Verizon phone. Is here an app that will allow me to see the report if i send a message to say an at%t phone?

I think you answered your own question there.

It's built in to many text messaging apps but support isn't guaranteed from one carrier to another. Both carriers would have to support read/delivered receipts.
