Help Samsung galaxy y gt-s5360

Formatted this phone (Samsung galaxy y gt-s5360) back to factory settings and after reset there is no Contacts icon at the bottom, when i click on Apps to look for Contacts i cant find it, when i try to save a contact from a message or a call i get the following message .......

" Sorry ! The application phone ( process.com.sec.android.app dialertab ) has stopped unexpectedly. Please try again
[ FORCE CLOSE } "

How can it go missing straight from a reset ?
if anyone can help i would appreciate the advice
