Android Market= Scam or just Patience?

So my friend decided to go buy a gift card seeing how cool Root Explorer was so he comes back with a vanilla visa gift card he goes berserk on buying and returning apps. Like 20 minutes later he cant even buy a 1$ app he goes and checks his amount and sees he has 13 cents left...i laugh until my head hurts he on the other hand is really mad. He feels he got scammed so i told him i was gonna go check through the trusty android forums so i post this. I was wondering if he really did get scammed by the android market or does the money he spent go back in his gift card some hours later.

Tell him not to worry. If he refunded the apps within 24 hours he will get a refund, but if he likes the app he just refunded then he will have to pay to have it because you are only allowed one refund per app. He didn't get scammed.. even in this digital age things take time.

Before you go all happy on that:

The Visa card that he bough may be also applying surcharges that are applied when the card is used, even if the original charge is refunded.

Also, I have to dig it up, but I have seen a Google charge here or there that I never really bothered to trace down that was above and beyond what the app cost me....
