its pretty hard to get a hand rolled cig to be identical to a store bought..... filter and all........ which is what these machines do.......... other than the little name 'marlboro' etc on the cig itself you cant tell the difference
actually, it's not hard at all to make a "store bought" cigarette. you can buy "tubes"(rolled paper with or without filter attached) and separate tobacco. then get an electronic or manual packing machine(called an injector) and make your own in your house. a friend of mine does this.

yes you can certainly take the time to individually roll a store like cigarette...... kudos to your friend for taking the initiative to save himself some money
but can he roll an entire carton in 8 minutes? thats what this machine does
so I shouldnt say its pretty hard to roll your own....... its pretty inefficient... and not worth the hassle to the vast majority...... however with these machines it saves you a ton of money and time as well....... hell you cant even purchase a carton in 8 minutes at the store

that would mean the equipment supply store that i borrowed that tiller from to plow my garden, in order to plant veggies...should have to get taxed as a produce farm. only difference, i'm not paying tax on my veggies like the roll your own folks are paying tax on their bulk tobacco.
matter of fact, any equipment loaned by that store that is used to make, or provide a service to someone should be taxed accodingly to that particular service(building a structure as an example).

The goal seems to be make something illegal because they can't figure out how to tax it OR to lump it in with some other tax.

I've seen a machine in the multi-thousand dollar range that is as large as a small fridge. It rolls high quality cigarettes rapidly. Rolling a carton takes very little time compared to the cheap rollers designed for one at a time.
Here in Utah, we have a tax on tobacco as well as rolling papers. I believe it is currently set at 24% just on the papers. Higher federal and state taxes will come; their goal is to make rolling your own as costly as buying factory made smokes.

What's the difference? The manufacturer, under your definition, is the one that makes the cig from crop to carton, right? How is owning a machine that puts these together any different? You have a machine in your store that is making a product with the sole purpose of tax evasion.
