Why cant I send animated pics or sound pics to other phones or facebook or instagram or...well...anywhere?

The Sound & Shot function can be supported only within Galaxy S4 devices. It is a native Samsung's format. If you upload it anywhere else, it will become just a photo.

Via Wi-Fi direct, Bluetooth or NFC - transferred with sound (photo won't be edited)
Via MMS, ChatOn attachment - transferred without the sound (edited and only images are transferred)
Via ChatOn but with sharing function in Gallery - transferred with the sound but must be saved in the storage first (sound is not played in ChatOn viewer. If you save the file t your device storage, sound will be played)

As for animated GIF, I don't believe Facebook and Instagram support them at all. Facebook will allow small gifs (50kb limit), like avatars and tiny icons, or gifs which has been linked from outside source (same way you paste youtube video link to your status), but not directly uploading them to gallery, whether from computer or phone. And if you attempt to do so, Facebook will be convert the GIF into JPG.

My success with GIFs on facebook, was through IMGUR.com But!
They won't allow you to upload GIF bigger than 2mb (if I'm not wrong), and native Samsung's gif is about 10mb to 15mb. So you need to trim it carefully, to a minimum frames to reduce the file size.

It's not just the phone itself, the media to which you try to share, poses limitations on such content.
