You want the minimized action memo to stay on top of whatever screen you go into, for as long as you want it there, correct?
If that's the case, I can't say if it would stay on top of media apps like Netflix and others.
I think the minimize feature was more intended for quick transfer of information (e.g. write down phone number, minimize, link action to call person...or...write down contact info, minimize, link action to create contact or task).
I really hadn't thought of creating a memo that'll stay on top of every screen I go to (just minimized). Thing is, to go quickly back and forth between all my memos and whatever app I'm in, the "last app" screen is something I use a lot. Rather than having to go completely out of the app, open the app drawer, etc...that's the beauty I love about android. There are multiple ways of getting back to an app quickly, which is something I didn't like much with the iPhone. Having the "last app" feature, as well as multi-window, has made it much easier for me not to forget things.
Now, for me personally, when I need to remember something that isn't necessarily happening within a few minutes, I just use action memo to create a task and set a reminder...or I create a calendar event with a reminder.
Action memo is just for very quick reminders. My favorite function is using it to pick up groceries. Saves me the hassle of having to call people to find out if I forgot anything or using a post-it.
