Here is what I have heard from reliable sources:
Moto was suppose to start testing ICS 4.0.3, it took them a bit longer than they (and Google) thought, and by the time they were ready to start testing 4.0.3, 4.0.4 was provided by Google and they had to start all over again, The expected date for 4.0.4 general availability is mid to end of May.. All Razr models will get the update at around the same time (+/- a week)..
if you count backwards from this time frame, they should be starting a soak test for 4.0.4 in a couple of weeks.

Got another update on ICS date, now it is June/July for Verizon, the XT910 international phone will get it sooner (middle to end of May)

Because they want the RAZR HD to have it first when it comes out before the current RAZR's get it. All about the green.

No way they put it on the shelf just so another phone can have it first. When it's ready they will push it out. I'm using a Galaxy Nexus right now and after 4+ months I'm STILL waiting for the first update to ICS because there are so many issues with my phone. It is a great OS when my phone works properly, but I'm on my 3rd GNex and still a ton of issues. I just bought a Maxx because I'd rather have a working GB phone (with great battery) than a POS with beautiful screen and ICS.

It is a major change in OS going from GB to ICS and it takes a lot of time to get it right, especially when fitting it to Blur and letting Verizon test the crap out of it. It's really frustrating to have to wait for ICS since it's been out for so long, but if they released it now for the Maxx you'd have all the same problems GNex users have. It's just not worth it.

With that being said, don't hold your breath for ICS anytime soon.

Eh, the 4.0.3 leak works flawlessly. Runs smoother and faster than GB did on this phone. No reason they couldn't have released this.

Anybody running the leak able to get the recent update Motorola is rolling out? My phone says im up to date with the ICS leak. Never got an update notification, not sure if I would.

Installing leaks will almost always take you off the OTA updates, so you shouldn't get a notification. You'd have to go back to a previous version in order to get back on the OTA update path.
