If you set up WiFi calling you need to designate your home address with your carrier as the "call location" and acknowledge that the dispatch center may not be able to locate you automatically when placing calls on WiFi. When I set up WiFi calling on my phone I had to do this before I could enable it and turn it on on my phone.

Is that what you are running into?
