Help! Parse Errror??????

Everytime I try to install an app, this keep popping up; "Parse error: There is a problem parsing the package." I tried to transfer from my computer to the phone but it doesn't work. I download from the browser, and it gave me the same result. I also installed the Appinstaller and it still won't work. Can anyone help me with this problem?

Secondly, it probably would help to know what app you are trying to install...

I'm getting the same message after trying to open the Gallery 3d apk file (I hate the X gallery; the D1 was so much better with Picasa albums). Any help or can someone PM me the apk?!?
