I am thinking of buying the sandisk 64 sdxc micro extreme - their newest card to use with nexus 7 (2013) via OTG cable and Stickmount but wonder if the Nexus supports UHS-1 speeds to make the most of the card or should I stick with the 64gb Ultra card

The speeds quoted for both cards are the speed of the memory chips, not the speed of the card. (I haven't heard of anyone getting the quoted speed of either card.) I'm sure the Nexus 7 is fully capable of using the speed of the Extreme, but as an internal card. To see if it's being run at full speed on OTG, you'd have to run SD Tools or A1 SD Benchmark on it.
