Help nexus 7 - "add vpn profile" option is missing

Just out of box Nexus 7 (jelly bean o/s)

I'm trying to add a vpn ...I use settings, more, and then vpn. No information is visible below the blue line. When I hold on the "+" sign, the text "add vpn profile" shows briefly. I'm unable to tap it successfully before it vanishes.

Any suggestions?

Just tap the plus sign don't hold it

A tap on the plus sign brings up the edit VPN profile screen. Is this what I use to also add a VPN profile?
