Absolutely not.

Having root access by itself will not change anything about how the device functions

A rom can COMPLETELY change how a device works. A rom can turn a Nexus 7 into an iPad Mini, so to speak.
Kernels impact performance more then the direct user experience. It's the link between the system and the hardware, providing support for video decoding, file systems and the like.

From a user perspective, a rom can be built to mirror iOS. I worded that kind of blunt, I meant roms can completely change the interface and visual aspects of a device. So in theory, users could have an apple-like experience on an android device. Of course no dev is going to go there (although miui came pretty close, triggering some controversy when it was released for desire and N1 back in the day).

It shouldn't, but since most roms are so vastly different from the next, there's no real way to say.
But as long as you choose to flash a recent, stable rom, there should only be improvements upon the stock firmware. Because after all, that's what roms are about.

There shouldn't be anything that slows down your webpages loading. That's mostly going to depend on your WiFi data speeds

Having a rooted device just means that you have administrator privileges, same as the one you have with windows.

If you flash a reptuable ROM like Cyanogen or Paranoid Android with a kernel like Motely's then your device will probably be tremendously boosted in speed. Now to boost browsing speeds I would flash the AOSP browser wich supports flash and is very light for fast page loading.
