Help Voice dialler and speech recorder

i am not able to find the voice dialler and speech recorder app. i do see that there is an entry in system->application but i dont see them in the menu item

Not sure why you're looking for it. Since it's not there (yet).
It might come as an Android 2.1 update in Q3 this year.

Also remember that SE removed some of the Android functions in 1.6 as they didn't see the use for it (or place on the screen) - I don't say that this is true for the voice dialer.
