Why can I never get connected with my server on my Microsoft account

That when I'm trying to sign in with my outlook.com account it keeps coming back and telling me that I'm not able to receive or send emails what is going on I've tried everything I know the passwords right I know everything else is where it what is the reasoning for me not being able to do this does anybody know

What email app are you using?

Try Outlook for Android, that should work for outlook.com.
