Odd how they say that Google owns the code, but Google doesn't own the who's/what of the embedding of that code into the device. Those licenses and agreements are between Google/Samsung. Verizon, for the most part, is nothing more than the carrier that says... "I want these features in the phone", or at least that what they keep telling me.
So, the relationship for 2.2 should be Google/Samsung for embedded coding into the Samsung Device and between Samsung/Verizon for carrier specific features.
That said, when I was on the phone with the yesterday or day before, Verizon stated that they don't even control the updates for the Fascinate, nor are they responsible for them. "We're just the carrier".
I fully expect 2.2, dream for 2.3, to be released after 4G gets a foothold... or slips down the slope, sometime around end of first quarter. If you see 2.2 getting loaded into other Galaxy S class phones from different carriers around you, you have a right to expect that Verizon will pick up on that bandwagon too. They may be slow about it, but they'll get there... I hope.
